Import and Export in Rwanda

Rwanda participates in the East African Community customs framework. Customs administration is handled by RRA through facilities including the Rwanda Electronic Single Window. RRA’s customs portal brings together import, export, transit, bonded-warehouse, cargo-tracking and EAC materials, while the Rwanda Trade Portal gives commodity-specific procedures.

Before shipment, confirm:

  • the correct tariff classification and customs value;

  • country of origin and any preferential rule being claimed;

  • whether the goods are prohibited, restricted or subject to a permit;

  • RSB standards, conformity assessment or inspection;

  • RICA, health, agriculture, pharmaceutical or other product approval;

  • labelling, packaging, language, shelf-life and consumer requirements;

  • who will act as importer of record and clearing agent;

  • duties, VAT, excise and import withholding; and

  • warehouse, transit or bonded arrangements.

The Electronic Single Window allows a trader to submit information across participating agencies, but it does not cure missing permits or product non-compliance. Regulated goods such as pharmaceuticals can require an operating licence, product visa and import licence linked through the system.

Contracts should allocate responsibility for classification, permits, inspection, transport, insurance, customs value, rejected goods and demurrage. Incoterms should be used precisely and aligned with the party legally able to act as importer or exporter. Retain invoices, packing lists, transport documents, certificates of origin, permits, customs declarations and proof of payment in an auditable shipment file.
